Founder / Director General – PHF. Mr. G.A.W.G. Galgamuwa

Global Environmental Youth Education Foundation is the brainchild of its founder, Director General PHF. G.A.W.G. Galgamuwa (Ex Lieutenant VNF / Former Director Foreign Affairs - National Youth Services Council, Ministry of Youth Affairs and Sports).
“Not for profit, not for Charity but for Service” being his motto, he is a firm believer that an educated youth is an asset to the family, country and the world. Mr Galgamuwa has 34 years wealth of experience in working with the Government and the private sector.

He is a product of Thurstan College, Colombo 03. He believes that the education and leadership he has acquired from the college has made him to adjust to any competitive environment at any workplace. He had his tertiary education at School of Agriculture . University of Katubedda and Open University of Sri Lanka. His ambition was to become a doctor ,nevertheless he is happy that he had the opportunity to serve the people and the youth in the country by working for many organizations .He is still continuing to serve the youths and contributing in many ways to serve the deserving sector and finally the world as a whole through GEYEF.

He has worked as an Extension Officer ( advisory ) and an experimental Officer (Department of Rubber Chemistry )at the Rubber Research Institute of Sri Lanka (RRISL), Mr. Galgamuwa’s first carrier at the RRISL made him to meet the grass root level small holders in the Rubber growing areas. Replanting , Soil conservation, establishing Group processing centres introducing inter cropping were some of the unique extension programs handled by him in rubber growing districts.

As a young extension officer establishing three Group processing centers were a unique challenged . Malvana , Malmaduwa and Deegala three remote villages in the Kegalle district .He was stationed at Kotiyakubura town between Galigamuwa and Karawanella , He had to work climb two or three mountains to reach the destinations. He was popular among the villages and after few visits managed to form small holders clubs, A leader was identified and through him manged to organize the activities.

He used to stay overnight in these villages. The people in the remote villages were host him for two to three days . It was an exciting experience working with underprivileged lower education level , elderly matured Rubber small holders . He used to visit replanting and newly planted plots in the morning doing contour serving ets and in the night group discussions.

One of the group requested not to invite unknown people for the inauguration of the centre They wanted to open it by Mr.Galgamuwa. He informed this to the Head of the department and got permission to be the chief guest to open the centre. Usually for an opening ceremony one officer from the head office or political leader invited as chief guest to open a centre. Rs.20000 was granted to establish each centre.

He had the opportunity to participate in an International Rubber conference in the year 1976. As a young officer he had the leadership to ask questions to clarify matters relation to extension work and actively participate in the conference.

Redd Barna – Norwegian international Organization managing community development projects. He had the opportunity initiate two project one in Hagarapitiya Laxapana valley in the Nuwara Eliya district. The Model Research and Agriculture Training center in Nuwara Eliya District was one of his projects established to serve the farmer communities in the area. Later this was turned into a Youth Services centre.

Mr.Galgamuwa rejoined the Government services in the Year 1987 as the Director foreign affairs, National Youth Services Council – Ministry of Youth Affaires and Sports Sri Lanka .
He served the country as a Commission officer in the Sri Lankan Volunteer Navy . He has served the motherland and contributed to to end the long standing war . He has served in Northern area in the Naval Bases and in the sea.

Redd Barna – Novegian International Non governmental organization.(INGO)

Working with People and for the People –Hagarapitaiaya Laxapana in the Nuwaraeliya district , Laxapana valley .He implemented many community development , income generating ventures , environmental conservation programs , health and sanitation programs for the people in this laxapana Valley. The soil conservation project was one of the unique project to minimize the soil erosion in the valley. This is important for the whole of Sri Lanka as it is the catchment area in the hilly region . This was one of his own vision. Unique service for the nation.

Inauguration ceremony of Model Research and Farmer Training Centre.

In the year 1981 Mr.Galgamuwa assumed duties to start a community development project in the Haguranketha electorate . He mange to acquire a 5 Acre abundant Government land to establish a sustainable project.

Initially 40 people from the area were taken to clear the 5 area land . After clearing the site , he wanted to select the 5 poorest of the poor among the 40 workers. He requested the 40 people to select the deserving 5 among the 40.He allowed them to discuss . Day by day there was a drop out and after 6 days 5 were left .This was a fine strategy implemented to select the poorest of the poor among them self.

In a very short period Model plots were established. Dairy unite with two cows also build for training purpose. He coordinated the relevant government officials and with their support established the Model plots and conducted training programs for the farmers.

Mr.Galgamuwa invited the Member of Parliament of the Haguranketha electorate for the inauguration of the centre with the people of the electorate

Following Model training plots were established.

  1. Miner Export crops- Nursery -Generated income for the center.
  2. Miner export crops one acre plot with intercropping
  3. Model dairy unite with 2 Cows –training propose – Biogas unite.
  4. Model vegetable plots and nurseries.
  5. Established a half an acre community forest and also planted many fruit plants such as mangoes, citrus avocado ets.
  6. Government subsidies were also taken to established the training Centre.
  7. Many plants were distributed to the famers and also established many nurseries in villages as an extension program

He wanted to educate the farmers as well as to make them understand the value of knowledge and training for their day to day life to earn a . fair income and finally to leads a descent happy family life,. Initially for training Mr.Galgamuwa paid days payment for all the participants and food also served. Gradually stop giving food and the days payment.Once the people knew that the training is important people paid Rs. 10 and participated. Tea was served free of charge. But Registration fee Rs.10 was charged. The unique feature was that Rs. 10 was deposited to the respective famers account. This was also a training to learn the important of savings.

It was a viable sustainable project. Later Mr.Galgamuwa had to rejoined the Navy and later Redd Barna started a Child care programme at the Centre . The Redd Barna was closed down its projects in Sri Lanka. Later this was acquired by the NYSC during his office as the director central province.

Any way Mr. Galgamuwa is happy as it is still utilizing for some worthy course and a sustainable program.

As a commission Officer S/Lieutenant –Sri Lanka Volunteer Navy (VNF )

He Served the mother land in the year 1983 – great contribution to end the war .He has served in the Naval bases Colombo, Trincommalee and in Karanagar Jaffna. Served in the northern Sea in the Commissioned ship EDITHRA .Later the LTTE attached this commission ship EDITHAR . Now the remnants are displaced at the Naval Museum at the Naval base Trincomalee. S/Lieutenant now Rear Admiral R. Wijegunawardana was one of his colleague in the commissioned ship. Lt Commander now Rear Admiral {Ret.} T. Sundaram was the commander of the ship. Forty sailors and few leading seaman's petty officers were also served in the ship.

Mr.Galgamuwa take this opportunity to Mentioned that his batch mate and good friend Lieutenant Cedric D. Martens tine one of the best officers and known to everybody as a great Diver and a shooter , smart brave officer gave his life to the nation died in action. Director Foreign affairs – National Youth Services Council – Ministry of Youth Affairs and Sports 1987 onwards.

Commonwealth youth program 1987

In the year 1987 just after Mr. Galgamuwa assumed duties as the Assistant Director Foreign affairs a workshop was organized , Commonwealth Youth Program and the National Youth Services Council sponsored the workshop . Regional workshop to introduce a Distance Education course in youth affairs.

Director General / Secretary to the national youth council , Ministry of Youth affaires Mr. Charitha Rathwatte , Additional secretary Mr. Lalith Weeratunga ( Present Secretary to the President ) , team leader of the Bangladesh Youth ministry were at the head table. This workshop finally decided and planned to introduce a Diploma course in Youth affaires. Mr. Galgamuwa monitored the program with Bangladesh team and finally after 4 months the course was introduced to offices in the Ministry of Youth Affaires and for others involved in youth affaires. Mr. Galgamuwa translated the course materials into local language and implemented the program in Sinhala in Sri Lanka .28 Candidates successfully followed the program and the Diploma was awarded. The Certificate was issued by the Regional center Commonwealth Youth program , Chandrika center . Similarly the other member countries also implemented the course. The Same program developed and later the program was taken by the Open University of Sri Lankan . Mr. Galgamuwa’s contribution to a sustainable youth program .

The officials of the United states embassy in Sri Lanka with America Peace Corps Director Visited the National youth Services Council in the year 1989 in order to see the possibilities of implement possible programs to serve the youth sector in Sri Lanka

Mr.Galgamuwa under the direction of the Director General Mr.Charitha Rathwatte successfully handle the event. As a results of this event one Mr. David Conklin was assigned to work with Mr.Galgamuwa. . The Director Mr.Paul D. Cover dell has sent a letter of appreciation to Mr.Galgamuwa .

Signing the agreements with Korean Youth Ministry

Youth exchange and Korean youth volunteer program – The Director General Mr. Charitha Rathwatte has delegated the above responsibility to Mr.Galgamuwa. He prepared the agreement papers and two parties signed the agreement. The NYSC implemented many exchange programs as well as host 25 volunteers and mobilized them in districts. Mr. Galgamuwa successfully implemented the program.

International Youth Exchange

During his office as the Director Foreign affairs there were Japanese, Canadian United Kingdom, Korean and many volunteers from other countries. They were posted to training centres and to villages to assist the youth clubs. There were 75 youth volunteers in the year 1988 and 1989.Sri Lankan Youths were also sent to Canada, United Kingdom , Japan and for many countries.

INTERNATIONAL CONFERENCE ON YOUTH- “ A Caring Community for Young People “ – Organized by The HONG KONG COUNCIL OF SOCIAL SERVICE 4th to 9th December 1989.

280 delegates from 70 countries and Regional youth organizations Participated in this Conference. Each organizations submitted Papers on youth affairs and strategies to address the 19th century youth. Out of all papers 5 were selected for the head table. Mr. Galgamuwas paper was one among the five . He had the opportunity to address the audience and had the opportunity to place the Sri Lanka as the prominent leader in youth services. He was given and exhibition stall and also had the opportunity to conduct a work shop during the conference period. This is Mr.Galgamuwa’s Dedication and leadership shown even internationally.

Caring Community for Young Offenders

Hong Kong- year 1989-Discussions with Chief prison superintendent

Representatives from seven countries participated . Mr. Galgamuwa's leadership as the team leader –

This conferences and field visits to prisons in Hong kong led to introduction a program to our young offenders in our prisons was introduce by Mr.Galgamuwa “Caring Community for young Offenders.” In the year 1995 had the first meeting with prison superintended and many others from kandy headed by Commissioner General of Prison in Sri Lanka . Later some programs introduced by Mr. Galgamuwa was implemented . Mr. Galgamuwas services to the young offenders is an unique service .

Japan – One month invitation from government of Japan for the Ministers of Youth Affairs in the world.

Ship for the world Youth.

Government of Japan invited the Minister to attend a conference in Japan in connection with the Ship for the world Youth program . Hon Minister ,Deputy minister and the Secretary were not available to attend this conference . The Secretary requested Mr. Galgamuwa to attend this conference . Mr. Galgamuwa attended and represented the country with two of his staff members . He actively participated in the major event requesting to send the Ship for the world youth to Sri Lanka. He had the opportunity to visit few prefectures. Mr. Galgamuwa managed to exchange souvenir of NYSC with the distinguish delegates and with the Governors ,executives in prefectures.

During this visit he managed to visit the OISCA Agricultural training center in Fukuka to meet the management and the Sri Lankan youths studying in the centre. This is a unique Agriculture training centre specialized in organic Agriculture. The trainees from the different countries learn the method of organic farming based on the official slandered set by the Japanese Government. The Participants or the graduates are expected to return to their own countries or communities and help the others to promote organic farming . The NYSC annually send few youths to this centre. Mr. Galgamuwas visit strengthen the relationship with the OISKA-Japan '

The Secretary entrusted another task.
That is to meet the Chairman of the Volleyball Federation and request to cut down the arrears of subscription payment that was prevailing for the last few years. Mr. Galgamuwa met Mr. Matsuduara with the secretary of Sri Lanka embassy in Japan and managed to negotiate successfully and got a reasonable reduction.

Mr.Galgamuwa as the Director Foreign Affairs under the guidance of the Director General /Secretary to the Ministry of Youth Affaires Mr.J Charitha Rathwatte Organize a workshop with the assistance of Gold Meir Mount Carmal Institute in Israel. 6th to 23rd November 1990.

Twenty senior youth offices and district youth officers participated in this unique course. They were trained to implement similar programs for youth in their districts. Mrs Bilha Cohen and Mr. Guiitermel from the GMI participated as resource personal. It was a unique workshop the participants themselves involved in all the stages starting from establishing a business , identifying a market product , studying the competitors market strategies, accounts , manufacturing and marketing a product.

This was appeared in the Israel news journal .

Work Shop to address the JVP internal insurrection 1987 to 1990.

The country had a problem of internal insurrection and large number of youth were affected and lost their lives. Mr.Charitha Rathwatte requested Mr Galgamuwa to attended a work shop organized by the social services council . Mr.Galgamuwa had to attend this as the chief gust and to deliver the key note address , the Work shop to formulate a Proposal to address the internal insurrection in the country in the year 1988. Dr Rasal Director Social Service Council and Mr Leel Gunasekara received Mr Galgamuwa as he represented Mr.Charitha Rathwate secretary to the Ministry of Youth Affaires and Sports at this workshop. All the NGOs heads and many organizations heads attended the workshop. The proposal was submitted to the president .

Director - Establishment - Mr. Galgamuwa had the opportunity to serve this division of the NYSC having 1500 employees serving in the country.

During his office he manage to earn almost all the employees . He had 40 officers in his division. He formed 10 groups and entrusted the duties and tasks to give an efficient service to the organization. Leaders were appointed to each group depending on their seniority. Every Friday the meeting was held with the divisions and monitored the progress. At monthly senior management meetings the division work were up to date. But he used his position powers to take appropriate decisions going out of the box . He was not hesitate to take his own decisions and implement for the well-being of the officers and the organization.

SPECIAL PROJECT TO REHABILATE THE YOUTH – 1990 - internal insurrection.

Government forces captured the youths members of the JVP movement and an organization to rehabilitate the youths was established under the Ministry of Youth Affairs and Sports as a special project of the NYSC. Brigadier Ananda Weerasekara was appointed by the president as the Commissioner General of this project . The Financial matters relating to all expenses of the rehabilitation centers and the subsistence of all the officers were channeled through the establishment division. Mr Galgamuwa make use of this opportunity and started visiting the camps every week end to see the welfare of the youth and recommendations were made to transfer many youth to the rehabilitation units under the temples and some to the hospitals. The camps were managed by the army officers and the army personals. He make use of his former Navy rank and the powers wasted to his position as the director establishment alone with his good PR abilities to serve the youth in the camps . He proposed to the Director General NYSC to select some youth leaders from the youth clubs to serve in the camps and in the temple related camps. 120 youths were mobilized after giving an intensive training they were posted to the camps to work with the army officials. This was a successful program to facilitate the managements in the camps. In a very short time the youth facilitators were actively involved in the well faire of the youths. Mr. Galgamuwa had the chance to get the feed back and the situations of the camps through these facilitators. Later out of 120 best 20 were absorbed in to the permanent carder of the NYSC as youth services officers. The Army officials and the youths facilitators contribution to rehabilitate the youth have to be appreciated.

Mr Galgamuwa had an unfavorable heart condition during his office as the establishment. His cardiologist requested him to take rest and go for a heart surgery. Then he went as the director Nuwara Eliya district before going for his heart surgery to Apollo hospital in India. The employees in the Nuwara Eliya district office purchased his returned air ticket to india. The employees of the NYSC contributed one day salary for his expenses of the surgery. This was a good evidence for his ,management abilities of the organization and general friendly approach to every body from top to bottom of the organization, He says he has earn all the employees of the NYSC. He take this opportunity to thank all of his colleague in the organization for contributing one day salary for his life saying surgery. He receives the money from the presidential fund for the surgery in a very short time. In the year 1993 he had his heart surgery at Apollo hospital in India.

Director - Kegalle district- Nuwaraeliya / Rathnapura

Office Staff Nuwara Eliya District – This photograph remained an important event. The office staff contributed and donated money for the returned air ticket to Mr Galgamuwa's to attend his surgery in India. He has earn office staff during his office as the head of the district office.


During Mr.Galgamuwas office as the Director Central Province Deputy General of Police central Mr.Nimal Mediwaka requested Mr.Galgamuwa to join the committee of the sport Foundation . This was under the leadership of Late Deputy Minister of Defense General Anuruddha Ratwatte . The excellent leadership qualities of the Deputy Minister 30 - to 40 Heads of Government department and other few well wishers of sports work hard together in spite of the prevailing LTTE war to develop the sports in the kandy District. We mange to upgrade the exiting Bogambara stadium . The stadium was ceremonially inaugurated. Many projects such as upgrading the sports grounds in the district , sports clubs were established even spite of the existing war .Mr. Galgamuwa became very close to the Minister and two fund raising programs were implemented very successes fully. We manage to get the support of the business community in almost all the events of the foundation. The DIG , Director sports Mr. Munasinghe , Deva Amunugama were some sports loving personal worked with Mr.Galgamuwa. Mr. Rathwattes leadership qualities has to be appreciated. This was one of the unforgettable sucessessful team work experienced working together for a general task. Mr. Galgamuwa received an award of appreciation for his services .

University Education in india

Mr. Galgamuwa Director General is the pioneer in introducing University education in India to Sri Lankan students in the year 1995. He made his vision a success through GEYEF.

The undergraduate Placement program commenced in 1995 mainly due to the following identified reasons to serve the youth in the country

  1. Closing down of the Sri Lankan Universities for long periods due to un reset with insurgencies in the south and the prevailing long standing northern terrorist war in the country during that period.
  2. Limited seats available in our Universities. Only merely 20000 students out of over 100 000 students who sit for their A/L’s are able to enter the universities in Sri Lanka due to lack of infrastructure facilities in Sri Lankan Universities to accommodate all.
  3. To educate the youth of Sri Lanka as they are an asset to the country. Providing disciplined graduates, fit to be executives, Providing Skilled Educated Human Resources to the country.
  4. This service is also considered as a membership drive project for the Global Environmental Youth Education Foundation . The youth seeking placements will be given free membership of the foundation.

The first batch of students proceeded to Bangalore India in the year 1995. Since then over 5000 Sri Lankan students have graduated through our coordination and consultation. They are working all around the Globe at present. Many have completed their post Graduates, PhD’s post PhD’s etc… in Sri Lankan or other International universities.

Mr.Galgamuwa and his team will continuing to serve the youth in the world ,implementing many programs to conserve the environment and the deserving communities through GLOBAL ENVIRONMENTAL YOUTH EDUCATION FOUNDATION.
